【東京】政府、李登輝氏にビザ　家族で観光旅行希望

政府は16日、台湾の李登輝前総統（81）に入国査証（ビザ）を年内に発給する方針を決めた。李氏は月末に来日する見通しで、関西地方などの温泉地での静養を希望しているという。これに中国が反発するのは確実。小泉純一郎首相の靖国神社参拝問題などの難題を抱える日中関係は、さらにぎくしゃくすることになりそうだ。細田博之官房長官は16日の記者会見で、李氏へのビザ発給について「年末年始の純粋な観光目的の家族旅行をしたいということだ。何ら政治活動をするものではないと理解し、ビザを発給する方針だ」と述べた。

李氏は8月下旬、松尾芭蕉の「奥の細道」ゆかりの地の訪問などの観光目的で来日したいと、日本側に非公式に打診。政府は、来日を認めれば12月の台湾立法委員（国会議員）選挙に影響を与えかねないと判断し、李氏も来日を見送った経緯がある。しかし、その選挙も11日に終わり、政府はビザ申請を断る政治的な理由はなくなった、と判断した。

政府は15日夕、李氏へのビザ発給を中国側に通告。外務省幹部は日中関係への影響について「良かろうはずはない」と述べた。

李氏の来日をめぐっては、森喜朗首相（当時）が2001年に、心臓病の治療を目的とする李氏の来日を人道的な立場から許可。李氏は同年4月に来日した。しかし、02年11月に慶応大三田祭の講演会出席を理由にビザ申請した際は、政府は「私的な訪日と評価するのは極めて困難」と発給を認めなかった。

■「断る理由ない」首相が発給の理由

小泉純一郎首相は16日昼、台湾の李登輝前総統へのビザ発給について「断る理由がないから」と説明した。首相官邸で記者団の質問に答えた。

これまでの方針を一転して来日を認めた理由として「諸情勢（の変化）だ」と指摘した。

Japan plans to issue a visa for former Taiwanese President Lee Teng-hui to visit this year, a government spokesman said Thursday, a decision that could further fray Tokyo’s relations with China.Beijing insists that self-ruled Taiwan is a part of its territory and opposes any contact between the island’s government and other countries — even visits by former Taiwanese leaders — that might imply the island is an independent country.

Chief Cabinet Secretary Hiroyuki Hosoda said the decision wouldn’t change Tokyo’s policy of having diplomatic ties with China, but not Taiwan.

＂I want to make it clear that Japan doesn’t support Taiwanese independence,” Hosoda said at a news conference.

Lee wants to come to Japan as a private citizen for a sightseeing trip with his family during the year-end holidays, Hosoda said.

Hosoda said Lee, who visited in 2001 to receive treatment for a heart condition, had promised not to engage in any political activities while he is in Japan. Hosoda also stressed the importance of Tokyo’s relations with China.

But the former Taiwanese leader’s stay could exacerbate already chilly relations between Japan and China.

East Asia’s two biggest powers have clashed over interpretations of World War II history as well as ownership of islands in the East China Sea and nearby natural gas fields.

Last month, tensions flared between Tokyo and Beijing when Japan’s navy detected a Chinese submarine in Japanese waters. Japan lodged a formal complaint with China and said Beijing later apologized for the incident.

China and Taiwan split in 1949 amid civil war. Beijing has threatened to attack the island if it declares formal independence.

Despite a rebuke from China, Tokyo granted Lee entry to Japan in 2001 on “humanitarian grounds,” and on the condition that he agreed to refrain from any political activity.

Japan plans to let former Taiwan president Lee Teng-hui visit it for sightseeing this month, Japan’s top government spokesman said on December 16, 2004, a decision likely to annoy China at a time of frosty Sino-Japanese ties.

Relations between Tokyo and Beijing have been chilled by Prime Minister Junichiro Koizumi’s annual visits to Yasukuni Shrine, where war criminals are honored with other Japanese war dead, as well as a series of other disputes and rivalries.

【産経】李登輝氏、年内にも来日　政府、中国へ通告

政府は15日、台湾の李登輝前総統の来日を認め、中国政府に通告した。中国側は不満を表明したもようだが、政府の決定で12月末にも来日が実現する見通しだ。李前総統は今年9月下旬に訪日したいとの意向を示していた。しかし、今月行われた台湾の立法委員選挙（総選挙）が予定されていたため、「選挙運動に利用される可能性がある」（外務省筋）として、日本政府は査証発給を留保していた。

李氏の訪日をめぐっては、平成13年に森喜朗首相（当時）が、医療目的とする李氏の訪日を人道上の見地から許可。李氏は同年4月下旬に訪日し、岡山県倉敷市の病院で、心臓の検査を受けた。今回訪日が実現すれば3年ぶり。

国会でも、民主党の「日本・台湾安保経済研究会」が、李氏の訪日実現や台湾の世界貿易機関（WTO）加盟支持を柱とした決議を採択するなど、与野党で訪日実現を求める声が強まっていた。

【朝日①】台湾・李前総統にビザ発給へ　年末年始、観光目的で来日

政府は16日、台湾の李登輝（リー・トンホイ）前総統に、査証（ビザ）を発給する方針を明らかにした。観光目的で年末年始に訪日したいという李氏の希望を受け入れるもので、中国政府にもこの方針を伝えた。中国側は不快感を示しているという。李氏の訪日は、心臓病治療のため訪れた01年4月以来。

細田官房長官は16日午前の記者会見で「李氏から（日本政府の対台湾窓口である）台北の交流協会事務所に『年末年始、純粋な観光目的の家族旅行をしたい。何ら政治活動を行うものではない』と（連絡が）あった。観光目的の家族旅行と理解し、ビザを発給する方針だ」と発表。そのうえで「我が国は二つの中国の立場はとらず、台湾独立も支持しない。この問題が日中関係に大きな影響を与えるとは考えていない」と強調した。

小泉首相は同日昼、「断る理由がない。日中関係は重視している」と記者団に語った。

この方針は15日、外務省の薮中三十二アジア大洋州局長から中国の程永華公使に伝えられた。中国政府関係者によると、程公使は「本国に直ちに報告する。日中関係に深刻な損害をもたらす」と述べたという。

また、在日中国大使館の黄星原参事官は朝日新聞の取材に「査証発給には断固として反対する。中日関係への影響は計り知れない」と述べた。

李氏は今年8月初めにも観光目的での訪日を自民党首脳に打診したが、外務省は11月のアジア太平洋経済協力会議（APEC）で日中首脳会談を実現するため、中国政府への刺激を避ける狙いからビザ発給を見送った。その後、今月11日に台湾の立法院選挙が終わり、李氏が来日しても政治的に利用される懸念が薄れたことなどを受け、政府はビザの発給を認める方針に転じた。

【朝日②】台湾・李前総統にビザ発給へ　年末年始、観光目的で来日

台湾の李登輝（リー・トンホイ）前総統に日本政府が査証（ビザ）を発給する方針を決めたことについて、中国の武大偉（ウー・ターウェイ）外務次官は16日、阿南惟茂・駐中国大使を外務省に呼び、ビザの発給を取りやめるよう申し入れた。北京の日本大使館が明らかにした。中国側は東京でも、王毅（ワン・イー）駐日大使が竹内行夫外務事務次官にビザを発給しないよう申し入れた。

中国外務省の劉建超（リウ・チエンチャオ）副報道局長は記者会見で、李氏訪日を認める日本の方針を「台湾独立の分裂活動を支持するもので、中国の平和統一に対する挑発だ」と強く批判。「日本が取り消さなければ、中日関係に必ず新たな影響が及ぶだろう」と述べた。

【毎日】李登輝氏訪日：政府、原則容認の姿勢　「私人」条件

政府が16日、台湾の李登輝前総統の訪日を認めることにしたのは、立法院選挙（11日投票）の終了後であれば査証（ビザ）を発給することを9月段階で決め、李氏サイドにも伝えていたためだ。政府は李氏が01年4月に訪日した際には「人道目的」を理由に特例的に認める形を採用したが、今後は私人としての訪日希望である以上、原則として容認する姿勢を示したことになる。

李氏は今年8月にも9月末の訪日希望を非公式に伝えてきた。しかし、政府は立法院選挙前に認めると「選挙に利用され、日中関係にも悪影響が出る」と判断。9月3日に小泉純一郎首相も交えた会議で検討した結果、9月末の訪日は認めないが、選挙が終われば基本的に認めるとの方針を決めていた。

小泉首相は16日昼、李氏への査証（ビザ）発給について「断る理由はない」と明言。同時に9月に認めなかった理由については「月が違う。諸情勢ね」と述べ、選挙前という事情を考慮したことを明らかにした。

しかし、私人としての訪日とは言え、李氏は台湾与党である「台湾団結連盟」の精神的指導者であり、陳水扁総統とともに将来の独立を訴えている。9月に訪日計画を断念した際、李氏側近は「日本が暖かくなる来春」を訪問時期として示していたが、前倒ししたのは選挙での敗北を受け、台湾自立化運動継続を目指す自らの存在感を改めて回復しようという狙いがあるとみられている。

一方、ビザ発給決定に対し中国の王毅駐日大使は16日、外務省の竹内行夫事務次官に「李氏は中国を分裂させる方向に奔走している代表人物だ。受け入れることはできない」と抗議した。中国外務省の武大偉次官も、阿南惟茂駐中大使を呼び、ビザを発給しないよう申し入れた。中国の反発について首相は16日夜、記者団に対し「日中友好、これを一番の主眼として対応していかなければならない。中国には中国の立場がある。これも尊重していく」と語った。

「もしもそういうことがあれば理解できないし、受け入れることはできない」――。中国の王毅駐日大使は16日、外務省の竹内行夫事務次官と会い、李氏へのビザ発給方針の撤回を求めた。王氏は李氏について「退職した一老人ではない。中国を分裂する方向に狂奔している人物を日本が受け入れることは『一つの中国』に反する」と強く抗議した。

【Financial Times（アジア版）】Japan risks damaging China relations with Lee visa

Japan on Thursday risked provoking a further deterioration in relations with China, saying it planned to grant Lee Teng-hui, Taiwan’s former president, a visa to visit the country this month.The decision, which prompted an immediate protest from Beijing, was the latest sign that Japan is hardening its diplomatic stance towards China.

In recent weeks, Tokyo has lodged complaints with Beijing over gas rights and the discovery of a Chinese nuclear submarine in Japanese waters. Junichiro Koizumi, prime minister, has also made clear his intention to continue visiting Yasukuni shrine, which China regards as a monument to Japanese militarism.

Nobutaka Machimura, Japan’s foreign minister, said Mr Lee’s planned visit to Japan was purely personal. “He’s a civilian and he will not engage in political activities so there’s no reason to deny him entry,” he said, emphasising that there was no change in Japan’s one-China policy.

Mr Machimura said the decision to grant Mr Lee a visa was not intended to provoke China or to send a signal that Tokyo would not be bullied. “But we shouldn’t give ambiguous answers and try to postpone these challenges,” he said. “I won’t say our relationship is friction-free.”

Mr Lee’s office in Taipei said no official decision had been made to visit Japan. But people close to the former president, who last visited Japan in 2001 for medical treatment, said he would travel to the country as a tourist.

Mr Lee’s visit to Cornell University, his alma mater, in 1995 triggered a crisis in China-US relations. Beijing subsequently launched a series of missile tests in waters off the island in an attempt to discourage Taiwan voters from re-electing Mr Lee in 1996.

Mr Lee, 81, has not held public office since retiring as president in 2000, but remains the Taiwanese leader most despised by Beijing after Chen Shui-bian, the current president, and his deputy Annette Lu.

Japan’s decision to grant a visa is the latest in a series of pro-Taiwan moves. Shintaro Ishihara, Tokyo’s nationalist governor, visited the island in October. Last month, a group of 47 Japanese parliamentary members were reported to have expressed support for demands that the island change its official moniker and constitution.

Earlier this month, Japan said it would allow Taiwanese visa-free entries during an exhibition from March to September next year, and might make the waiver permanent.

“There has been a remarkable growth of pro-Taiwan sentiment in Japan,” said Phil Deans, director of the Contemporary China Institute at the School of Oriental and African Studies at the University of London. “There is now no pro-China figure in the Koizumi cabinet.”

Mr Deans said that, while Japan was unlikely to act on its own on Taiwan, its position on China had become harder than that of the US.

Public opinion polls show many Japanese people are also taking a more strident attitude to China, supporting a further cut in development aid as well as Mr Koizumi’s continued shrine visits.

細田長官は記者会見で、「（李氏は）何ら政治活動を行うものではないと理解し、政府としてはビザを発給する方針だ」と述べた。その上で、「わが国の台湾に対する立場には何の変更もなく、台湾独立を支持しないことを改めて明確にしておきたい。本件が日中関係に大きな影響を与えるとは考えていない」と語った。

李氏の来日は、2001年4月に心臓治療の目的で訪れて以来となる。

一方、中国の武大偉・外務次官は16日、北京の外務省に、阿南惟茂・駐中国大使を呼んで、ビザ発給決定を取り消すよう求めた。

【民視】李登輝年底私人訪問 獲日本同意 寄給朋友

日本官房長官細田博之16日證實，日本政府已經同意發給李前總統簽證，讓他在年底與家人前赴日觀光。而日本政府也已經將這項決定告知北京當局。

李前總統曾經在9月下旬申請日本觀光簽證，但日本政府為了避免李前總統挾著他的政治地位訪日會影響12月的立委選舉，因此予以拒絕。

李前總統曾在2001年4月赴日接受心臟手術，首度獲准入境日本。

據了解，北京當局在獲知這項消息後已經向日本表達強烈不滿。

【BBC（英国）】Taiwan sparks Japan-China row　China views Mr Lee as an agitator for Taiwan independence

China has warned Japan that its decision to grant a sight-seeing visa to former Taiwan President Lee Teng-hui will harm bilateral relations.

Mr Lee edged Taiwan towards formal independence during his 12 years as president, infuriating Beijing, which sees Taiwan as a breakaway province.Japan insisted its granting him a visa was not politically motivated.But it comes during a chill in relations between the two, who clash over history and resources.

“We think Japan’s agreeing to let him [Mr Lee] visit is itself a challenge to China’s unification efforts and is a type of support for and indulgence of Taiwan’s independence forces,” Chinese Foreign Ministry spokesman Liu Jianchao told a news conference.

“We are resolutely opposed and requested the Japanese side to immediately cancel this decision or else it will certainly create new influences on China-Japan relations,” he said.

Japanese Prime Minister Junichiro Koizumi denied that the decision was designed to irritate Beijing.

“I regard Japan-China relations as significantly important,” he told reporters.

His Chief Cabinet Secretary, Hiroyuki Hosoda, said Japan had not changed its position on the Taiwan issue, and did not support Taiwan independence.

The last time Mr Lee visited Japan was in 2001 for medical treatment, on what Tokyo said were humanitarian grounds. That also sparked Chinese anger.

Relations between China and Japan have been soured in recent weeks by an alleged incursion by a Chinese submarine into Japanese waters, and a continuing row over repeated visits by Japanese Prime Minister Junichiro Koizumi to the country’s Yasukuni Shrine.

The shrine is dedicated to the souls of the country’s war dead, including convicted war criminals, and is viewed by other Asian nations as a symbol of Japanese wartime aggression.

【共同通信】中国、報復の可能性も　大使呼び撤回申し入れ

北京の日本大使館によると、中国外務省の武大偉次官は16日午前、阿南惟茂駐中国大使を呼び、日本政府が台湾の李登輝前総統に入国査証（ビザ）を発給する方針を決めたことについて「撤回するよう」申し入れた。

中国は台湾問題を小泉純一郎首相の靖国神社参拝以上に「中日関係における重大で敏感な問題」（中国外務省）と位置付けており、李氏が実際に訪日すると、中国が何らかの報復措置を取る可能性が極めて高い。

2001年4月に李氏が訪日した際には、中国は予定していた李鵬・全国人民代表大会常務委員長（国会議長）＝当時＝の訪日を延期。日中首脳の相互訪問が3年以上途絶えている中、日中関係の一層の悪化が懸念される。
